Dwayne J. Moses

President and CEO

Dwayne Moses is President, Chief Executive Officer and founder of Decision Technologies, Inc. Dwayne has a Bachelor of Science Degree in Electrical Engineering and Computer Science from Marquette University. As CEO, he takes the lead role in corporate operations, providing strategic plans for growth and business development. Dwayne has extensive technical and programmatic experience with a variety of DoD systems and disciplines. He has over 19 years professional experience in development, acquisition, fielding, testing and evaluating radar systems and missile subsystems for the U.S. Navy. Dwayne's primary focus has been on RF systems in the form of shipboard surveillance radars such as AN/SPS-48E and SPQ-9B as well as missile guidance and fuzes such as the SM-2 BLK IVA Forward Looking Fuze (FLF) and MK 45 family of Target Detecting Devices (TDD). His experience also includes coordination and lead for laboratory, U.S. Navy engineering field activity and prime contractor tasks to execute design trade studies, concept exploration studies, prototype and production design, critical experiments, and testing of advanced RF systems

Mike Harmon

Vice President, Business Operations

Mike has 30+ years of experience in the DoD Engineering and Professional Support Services industry. His technical background is in providing radar engineering services. For the last 10 years he has been in executive management roles providing both corporate operations and business development leadership. He earned a BS in Electrical Engineering from the Pennsylvania State University.

Chris Heier

Vice President, Navy Programs

Chris brings over 35 years of experience in development, testing, evaluation, fielding and life cycle support for Navy radar systems, both in the U.S. Navy and in foreign navy combat systems.  As the former Deputy Executive Director of the Naval Surface Warfare Center, Chris was a leader in the stewardship of key technical and business capabilities and helped oversee the daily operation of the NAVSEA Warfare Centers and their 23,000 employees.  He earned a Bachelor of Science in Electrical Engineering from The Citadel and a Master of Science in Systems Engineering from the Naval Postgraduate School.  

Shanna Moses

Chief Financial Officer

Shanna Moses is our Chief Financial Officer and Facility Security Officer since 2003. With over 16 years of financial management experience in DoD contracting, Shanna brings a detailed understanding of business priorities committed to managing highly effective teams in delivering seamless service while contributing to business development and revenue generation.

As the Facility Security Officer, Shanna is responsible for providing expertise, guidance and advice to Decision Technologies employees as well as our government customers. In addition, Shanna also processes personnel security clearances for our government customers and utilizes her knowledge about the Intelligence Community to better serve our customers and their requirements.

Mike Sarraino

Acquisition & Sustainment Logistics

Mike leads our Radar ISEA Contract support team currently delivering engineering, technical, logistics, and administrative solutions to the AN/SPS-73, AN/SPS-74,  AN/SPS-48E, AN/SPS-48G, and BPS-16 radar programs.

Mike joined Decision Tech in 2008.  He arrived with over 20 years experience in Navy operations, logistics and material support management, and joint program requirements definition.  Mike has extensive knowledge and experience in Navy training system design and delivery, training analysis, and program evaluation.  For the past 5 years Mike has been heavily involved in designing, planning, and implementing the product support solution for the AN/SPS-48G radar program.

Doug Ventura

Technical Director, Navy Programs

Doug has a Bachelor of Science Degree in Electrical Engineering from Boston University, with graduate studies in Radar Engineering at the Polytechnic Institute of NY. As our Technical Director and Task Lead for our IWS 10 / Raytheon Technical Service Co. initiatives, he manages all efforts that provide Programmatic and Technical Support to the U.S. Navy's SPY-3/Dual Band Radar.

Doug has 27 years of professional experience in US Navy radars, spanning Program Management, Technical Leadership, Systems and Software Engineering. Doug has held positions of increasing responsibility at Northrop Grumman and Raytheon Company, and his expertise includes the AN/SPS-48, 49, 52, 55, and 67 search radar systems, as well as specialty radars such as the AN/SPQ-9B, AN/SPG-51, AN/SPG-55, Mk 92 and AN/SPY-3 Radar Systems. Doug joined the DDG-1000 AN/SPY-3 radar team in 1996, and held leadership roles during proposal development, requirements engineering, system design, integration and test, and production.

Doug comes to Decision Tech after 5 years as the Program Manager for the CVN-78 SPY-3/Dual Band Radar development and production.

Allen Roper

IWS3 STANDARD Missile Contract Lead

As the STANDARD Missile Contract Lead, Allen provides system engineering support to PEO IWS 3A, managing all aspects of STANDARD Missile (SM) test and evaluation. He earned a Bachelor of Science in Aerospace Engineering from North Carolina State University and is a retired Navy Strike Warfare Officer

Chris Whitener

IWS2 Contract Lead

Chris has over 20 years experience with acquisition, development, logistics and fielding of Navy and Marine Corps surveillance radars. He earned a Bachelor of Science in Electrical Engineering with a minor in Business from George Mason University.

Rusty Bittle

Intelligence & Security (I&S) Programs Director

Rusty has 30+ years experience as a leader, legislative analyst, systems engineer and strategic planner. As a West Point graduate and retired US Army Reserve Colonel Rusty has experience in the military and the private / corporate sector. As Contract Lead for our I&S programs he manages multiple teams of subject matter experts supporting the Office of the Under Secretary of Defense for Intelligence (USD(I). Rusty is also a Congressional Activities Senior Policy Analyst for the USD(I).
